Il est le frère cadet de Thomas Martinot-Lagarde.

Pascal Martinot-Lagarde décroche son premier titre de Champion de France du 110 mètres haies chez les cadets en 2008 à Lyon en 13 s 82. En 2009, dans la catégorie junior, il devient champion de France en salle du 60 mètres haies à l'INSEP en 7 s 81 puis vice-champion du 110 mètres haies à Bondoufle (en plein air) en 14 s 12 après avoir chuté avec Thomas Delmestre.
