Chef du Service central de renseignement (SCR) Rwandais, il était recherché par Interpol pour « crimes contre l'humanité, génocide, crime organisé ».

Réfugié clandestinement à Mayotte en 2005 après avoir séjourné aux Comores il a été arrêté le 28 octobre 2008 pour trafic de faux papiers.

Le jeudi 16 avril 2009, Pascal Simbikangwa est mis en examen « pour génocide et complicité et conspiration de génocide, crime organisé » pour sa participation présumée aux tueries de 1994 et placé en détention provisoire. Il est aussi impliqué dans...
