Ancien élève de l'École nationale d'administration dont il sort en 1961, il est le porte-parole du Secrétaire général des Nations Unies Kurt Waldheim de 1972 à 1975. Il est ensuite ambassadeur de France en Guinée (1975-1979), en Inde (1987-1991), en Autriche (1991-1996) puis au Sénégal et en Gambie (1996-1999).
Il est le compagnon de l’écrivaine et philosophe Catherine Clément.
