Son père, Leslie Norman Clark, était anglais et sa mère, Doris, née Phillips, était galloise.
Son nom de baptême est Petula Sally Olwen Clark. Son père a créé son prénom en fusionnant deux prénoms : Pet et Ulla.
Entrée à l'âge de sept ans dans le monde du spectacle, guidée par sa mère cantatrice soprano et son père imprésario. Toute jeune elle chantait dans l'église paroissiale puis pendant la seconde guerre mondiale, à 9 ans, elle a chanté en français à la BBC.
